Tethyr Background
I was asked about how to run a character Background: Tethyr since one doesn't exist in the 4E Forgotten Realms Players Guide. I still haven't hammered it out but I don't want it to be a hang-up for any players who feel it would be a vital addition to their sheet.
I'd like to follow the basic formula for other Backgrounds. Chondathan would definitely be a bonus language. Otherwise, is there a Skill that would correspond best with Tethyr that could become a bonus Class Skill and get the added +2 bonus? Or is there a non-combat Skill that could get the "choose the best of two rolls" advantage?
Any and all input is welcome on this.

Well, one of the 3.5 Tethyr regional feats was Blooded, to reflect that natives of the region were used to battle; it gives a bonus to Spot and Initiative checks. Maybe Tethyr can give Perception as a bonus skill with the +2 bonus?

TETHYR REGIONAL BENEFIT
You add Perception to your class skill list, and you gain a +1 bonus to Perception checks. You also gain a +1 bonus to initiative checks.
You know Chondathan as an additional language.
